The optimization of urban heating energy structure can make rational use of urban heating resources and effectively reduce pollutant emissions and economic costs. A SEER evaluation system to measure the suitability of heating energy is established by considering the social, economic, environmental and resource supply aspects. Based on the entropy method, the first-level indexes in the evaluation system are weighted into the comprehensive evaluation indexes. The optimization models of urban heating energy structure are established with different objective functions, and the optimization models are compared and analysed by cases. Taking the annual cost as the objective function, when fuel price changes, coal and natural gas prices rise by 42.86% and 66.67% respectively, and the electricity price decreases by 44.44%, the changes of initial investment and annual carbon emission in the optimization scheme are less than 1%, and the annual cost value increases by 31%. After coal is banned, the initial investment and annual cost value of the optimization scheme increases by 134% and 84% respectively, but the annual carbon emission decreases by 94%.
